1)
To study the availability and distribution of water resources in Himachal
Pradesh.
The following issues are included
under this objective:
i)                   
Distribution of surface and
groundwater.
ii)                 
Changing water availability
scenario.
iii)               
Impact of climate change on water
resources.
 

 
6th  and 13th goal of sustainable
development addresses the issues of universal access to safe and affordable
drinking water for all (SDG 6.1), no open defecation, universal use of
household sanitation by 2040, universal access to safe and sustainable water
services (SDG 6.2) and take urgent actions to combat climate change and its
impacts. There is a major impact of climate change on hydrological cycle and
therefore on the availability of water (SDG 13).

To examine the patterns of utilization of water resources for the different
purposes in the state.
The utilization purposes like
drinking, domestic, agriculture (irrigation), industrial, power generation
and aquiculture etc. will be addressed in this objective. The spatial and
temporal pattern of utilization varies in the state. There is great need to
study these patterns for sustainable management of water resources.

Sustainable Development Goal no. 1, 2,
6,7 and 10 are formulated to end poverty in all its forms everywhere, equal
access to land and natural resources, ending poverty is possible only with
substantially equitable and sustainable economic growth that is not possible
without reliable and adequate supplies of water (1.1), end hunger, achieve
food security and improve nutrition and promote sustainable development of
agriculture (2) and Substantially increase water use efficiency across all
sectors and ensure sustainable withdrawals and supply of freshwater to
address water scarcity, and substantially reduce the number of people
suffering from water scarcity (6.4), ensure access to affordable reliable,
sustainable and modern energy for all, and reduce inequality within and among
countries; investment to improve access to and productive use of water for
agriculture, energy, industry and other sectors to improve the growth rate of
the poorest 40% of population.

To evaluate quality of water in the state.
The water quality of different regions
of the state will be evaluated. The permissible water quality parameters set
by ICMR, WHO and CPCB will be taken to evaluate water quality. Good quality
of water is necessary for not only the drinking purposes but also for
agriculture and ecological perspective. Bad quality of water negatively
affects the educational performance of children, health of all, employment
and economic development of any country or region. Water borne diseases are
major reason of increase in infant and children mortality rate. Here these
all issues will be addressed. Good quality of water is directly or indirectly
related to every living or non living organism on the earth surface, hence
adequate permissible quality water should be sustained for a better future.
 

Water quality is also discussed in
Sustainable Goals. SDG 3 and 6 are concerned with water quality, pollution
and water borne diseases.
Ensure healthy lives and promote well
being for all at all stages (SDG 3). Reducing water borne disease and
reducing diseases and deaths from water pollution (3.3 & 3.9).
Safe drinking water in every household
by 2030 (SDG6.1). Achieve access to adequate and equitable sanitation and
hygiene for all and end open defecation (6.2). Improve water quality by
reducing pollution, eliminating dumping and minimizing release of hazardous
chemicals and materials, halving the proportion of untreated wastewater, and
increasing recycled and safe reuse of water by x % globally (6.3). Reduce
health risks from water borne diseases. Improve quality of water resources
and ecosystems (6.6)

To identify different water conservation and management techniques practiced
in the state.
Water conservation and management
activities will be studied objective. The conservation and management
activities are varied by nature in the state. The following subheads are
included in this objective:
Conservation and management through
traditional as well as modern techniques
Decentralization approach in water
conservation and management
Water resources management through
community participation.
Role of different departments and
institutions in the management of water resources in a sustainable manner.
Water conservation and management is
necessarily needed for achieving Sustainable Development Goals, therefore it
is an attempt to study water resources management and conservation at
regional level for a better future.

Conservation and management of water
resources is discussed directly or indirectly in Sustainable Development
Goals no. 5, 6, 8, 11, 12, 15, 16 and 17.
Achieve gender equality and empower
all women and girls (SDG 5). Ensure availability and sustainable management
of water and sanitation for all (SDG 6). By 2030 implement integrated water
resources management to all levels, including through transboundary
cooperation as appropriate (SDG 6.5). 
By 2020 protect and restore water related ecosystems, including
mountains, forests, wetlands, rivers, aquifers and lakes. Expand
international cooperation and capacity building support to developing
countries in water and sanitation related activities and programs, including
water harvesting, desalinization, water efficiency, waste water treatment,
recycling and reuse technologies. Support and strengthen the participation of
local communities for improving water and sanitation management (SDG 6.6).
Promote sustained inclusive and sustainable economic growth, full and
productive employment and decent work for all (SDG 8). Make cities and human
settlements inclusive, safe, resilient and sustainable. Reduce water related
disasters like flood and drought (SDG 11). Take urgent actions to combat
climate change and its impacts.
